Recommendation
1) Staff Report; 2) Entertain questions of Staff from Planning Commission; 3) Open the Public Hearing; 4) Take testimony from those in favor; 5) Take testimony from those opposed; 6) Take testimony from those in a neutral position; 7) Close the Public Hearing; 8) Planning Commission discussion and questions to Staff; and 9) Adopt a Resolution of the Planning Commission to recommend to the City Council to: 1) Find the City's previous determination that the Project (the Housing Element for the 6th Cycle) is Exempt from the California Environmental Quality Act stands, because the amendments will not change the reasons for the Exemption; and 2) Adopt the amendments to the Housing Element for the 6th Cycle (2021-2029).
