Award the Construction Contract Agreement to the lowest responsive bidder, Onyx Paving Company, Inc. and authorize the City Manager to execute the agreement by and between Onyx Paving Company, Inc. and the City of Desert Hot Springs for the Construction of the HSIP 9-3 Palm Drive Median, Federal Project No. HSIPL-5384(025),City Project No. 3021 in the amount of $201,949 and approve a 10% contingency amount of $20,194.90, as-needed inspection services of $32,280, and as-needed material/equipment testing of $6,499.80, which brings the total project budget to not to exceed $260,923.70.
