1) Staff Report 2) Entertain questions of Staff from the Planning Commission; 3) Open the Public Hearing; 4) Take testimony from Applicant; 5) Take public testimony for those in favor; 6) Take public testimony from those opposed; 7) Take public testimony from those in a neutral position; 8) Opportunity for Applicant rebuttal; 9) Close the Public Hearing 10) Planning Commission discussion and action. The Planning Commission can: 11) Adopt "A Resolution of the Planning Commission Recommending That the City Council of the City of Desert Hot Springs, California, 1) Certify the Environmental Impact Report; 2) Adopt the Mitigation Monitoring Plan; 3) Adopting Findings of Fact Pursuant to the California Environmental Quality Act and Adopting a Statement of Overriding Considerations, 3) Approve Coachillin' Specific Plan Amendment No. Sp-21-2, Amend the Coachillin Specific Plan in the City; And 4) Approve the Ordinance Amending Chapter 17.200, Approving the Project." OR 12) Approve "A Resolution of the Planning Commission Recommending That the City Council of the City of Desert Hot Springs, California 1) Find That the California Environmental Quality Act (CEQA) Does Not Apply to the Project (As Defined) Pursuant to Public Resources Code Section 21080(B)(5), as This Project Is Rejected/Disapproved; 2) Not Approve Coachillin' Specific Plan Amendment No. Sp-21-2; And 3) Not Approve the Ordinance Amending Chapter 17.200 of the Desert Hot Springs Municipal Code," Denying the Project."
