1) Staff Report 2) Entertain questions of Staff from the City Council; 3) Open Public Hearing; 4) Take testimony from Applicant; 5) Take public testimony for those in favor; 6) Take public testimony from those opposed; 7) Take public testimony from those in a neutral position; 8) Opportunity for Applicant rebuttal; 9) Close the Public Hearing 10) City Council discussion; and 11) A) Find the Project has already complied with CEQA pursuant to the MND Addendum conducted on October 13, 2020; B) Approve Development Agreement No 20-4; and C) Approve for first reading and read by title only, "An Ordinance of the City of Desert Hot Springs approving the Development Agreement (by and Between the City of Desert Hot Springs JHW Land Investments LLC) related to the future development of Residences at Ovation Project (previously known as Marbella Villa Project) a residential condominium project located on the west side of Palm Drive north of 15th avenue, APN's 656-030-005 through 656-030-008."
