Award of Construction Agreement to DBX, Inc. for the Traffic Signal at Palm Drive and 20th Avenue Project, City Project No. 3001

1) Find that the Traffic Signal at Palm Drive and 20th Avenue Project (City Project No. 3001) is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 (Class 1 - Existing Facilities) and 15304 (Class 4 - Minor Alterations to Land), and direct staff to file a Notice of Exemption; 2) Award the Construction Agreement for the Traffic Signal at Palm Drive and 20th Avenue Project, City Project No. 3001, to DBX, Inc., as the lowest responsive and responsible bidder, in the amount of $863,640.00; 3) Authorize the City Manager to execute the Construction Agreement and all associated contract documents with DBX, Inc.; and 4) Authorize a construction contingency in the amount of $86,364.00 (10%) and establish construction administration budgets of $69,996.00 for construction inspection services and $20,000.00 for materials and equipment testing, for a total construction phase authorization of $1,040,000.00.
