Recommendation
1) Reject the lowest bid from USA Construction as both nonresponsive and nonresponsible; 2) Reject all bids, and direct Staff to move forward with a re-design of the improvements to include the design and construction of the pool and the splash pad; 3) Authorize the change order increase for the re-design costs of $10,000.00, increasing the professional service agreement with Aquatic Design Group for design, from $84,000.00 to an amount not to exceed $94,000.00.
