1) Staff Report; 2) Entertain questions from Staff and from the City Council; 3) Open the Public Hearing; 4) Take public testimony from those in favor; 5) Take public testimony from those opposed; 6) Take public testimony from those in a neutral position; 7) Close the Public Hearing; 8) City Council discussion; 9) Adopt a Resolution of the City Council establishing CFD No. 2025-1; 10) Adopt a Resolution of the City Council declaring the necessity to incur bond indebtedness within CFD No. 2025-1; 11) Hold the election; 12) Canvass the election; 13) Adopt a Resolution of the City Council certifying election results; and 14) Introduce for first reading and read by title only: " An Ordinance of the City Council of the City of Desert Hot Springs acting in its capacity as the legislative body of Community Facilities District No. 2025-1 (Skyborne Village) of the City of Desert Hot Springs authorizing the levy of special taxes within Improvement Area No. 1 and Improvement Area No. 2 and in territory annexed to the District in the future.
